A conservative machine gate for FANA request-count attestations.
The current FANA platform key signed an internally consistent, complete request-count snapshot and it met your freshness and count threshold.
It does not prove distinct users, adoption, satisfaction, revenue, or payment. Non-owner-signed is a key class, not a person count.
